The water spots came from a water fountain that was on top of the glass table. The water spots seemed to be permanently embedded in the glass. I tried glass cleaner with and without vinegar, some kind of orange cleaner and even a sponge with a scrubber side and still cannot remove the stains.

Try a product called "Bar Keepers Friend" that you can get at the grocery store. It's like Comet and a few others, except it doesn't leave the same kind of residue.
The other alternative is to use a mix of ammonia and water on it. Ammonia is a wonderful cleaning product that people have forgetten about, but especially when cleaning glass it's impossible to get a better cleaner. |

bar keepers may scratch the glass-
yes to acetone or rubbing alcohol let it sit for a few minutes then wipe with dry clean terry cloth |
